In nero when i wantto burn svcd, it gives me the option of ntsc or pal. The video itself is ntsc, but i was wondering, what would happen if i specified pal ini nero to burn an svcd which was actually ntsc.

If you are only burning SVCD then Nero takes the resolution from the mpeg you are using. The NTSC/PAL selection is only if you are using Nero to encode to SVCD-compatible mpeg (which is not a good idea anyway).
