How would I go about changing the bitrate on my mpg file? When I burn Star Wars Attack of the Clones.MPG and put it in my dvd player the picture shows up fine but the sound is choppy which in return makes the video choppy. How would I fix this if it perhaps the bitrate if not what would cause this choppiness?

Are you doing a VCD or SVCD?
What bitrate settings are you using for video and audio?
Increasing the bitrate too much will result in the player not being able to read the streams at that high rate, resulting in the symptoms you describe.

I dont know I found this and its perfect quality on the net and its in 3 parts. Im gonna burn it onto a SVCD but when I play it on my player it has choppy audio and video. I would like to reduce the bitrate some how. Is there someway I can do this? I dont know what bitrate the file is right now but Im sure there is some way to find out.
