DAT to VCD

Hi,

I have a problem making a copy of VCD. The contents of the VCD I am copying are more than 700 mb (~750MB) but if I look at the VCD the size of the VCD is 700 MB.If i try to copy the contents of this VCD to a blank 700 MB vcd using EASY CD creator 4 I get a error message saying that the total size of the files I am copying is more than the capacity of the disk. Even if I try to do disk to disk copy I get some error message or the other. I am not even able to copy all the contents to the Hard disk (The folder CDI does not get copied on to the hard disk)
I could successfully copy the dat file. Is there any way I can create a VCD using the DAT file ? The original VCD was created by Video professionals from VHS(PAL) casette. I donot know how they have fitted VCD cotents over 740 MB onto a 700 MB blank CD.
Is there and way so that I can successfully make a copy this VCD ?

I have ACER 8x CD Writer and Easy CD Creator 4.
