Is it possible to make a DVD-R a VCD Disk?

Not really following what you want.

If you have some VCD CD and you want to copy them over to
one DVDR.

But if you just want a DVD that "looks" like a VCD,

Just use a very low bitrate and 358x480 resolution
(48 khz audio is needed though)

and use IFOedits 0.94 DVD author feature.
