I downloaded "DVD Region Free" (I have a stupid region-locked DVD drive) and it appears to work fine (WinDVD's region changes were reset to 4 and don't go down when you change the region), however I couldn't watch "all region" encoded DVDs before on it, and I still can't. Anyone know if I'm doing something wrong? Please let me know.

I think I figured out the problem. The DVD I have is apparently a bootleg, it looks like the DVD jacket and the DVD itself were cheaply printed. So the "all" region encoding obviously wasn't encoded right. I figured this out because I got another DVD that was studio-produced and not imported, and it had "all" region encoding but it worked fine in WinDVD. Can anyone confirm this though?
