Ok, trying all different type of shows in different type of formats. XviD, DivX, etc. Using the latest TMPGenc Plus build 2.58.44.152. After I decode and burn using latest Nero I play the SVCD in my Apex AD-3201 and the picture is "jumpy" like there are some frames missing or something. Also, there are verticle lines that go down the video too, like jagged lines. Here are my settings:

Frame Rate: 23.976 (internally 29.97fps)
Rate Control mode: 2-pass VBR (1200min/3520max/2520avg)
Profile and level: Main Profile & Main Level (MP@ML)
Video Format: NTSC
Encode Mode: 3:2 pulldown when playback
YUV format: 4:2:0
DC component precision: 8 bits
Motion search precision: High Quality (slow)
Advanced Tab
Video Source Type: Non-interlaced (progressive)
Field Order: Top field first (field A)
Source aspect ratio: 1:1 (VGA)
Video Arrange Method: Full screen (keep aspect ratio)
Checked items are
Source range
Inverse telecine
3:2 pulldown
All I can say is the video that is displayed is weird. The before decode showis fine, looks great on the computer. After it is decoded then what I see on the TV is the same as on the computer. Thanks for looking this over.
