I just wanted to know if dual layer 9GB DVD-r will eventually come out. If a company is working on making them, or anything?

Verbatum make them but you need a burner that supports them you can't just burn one side then turn it over like an old vinyl record

not exactly. a new tech called "bluelaser" is on the horizon, about 2-3 years, that will push dvdr up to 20 gigs per side. but a special burner and player will be needed to utilize it.

Wait....don't commercial DVD like The Matrix, have 9.7GB on one side and the biggest one sided DVD-r is 4.7, I wanted to know when one sided 9.7GB DVD-r are coming.

Commercial DVD's are pressed not burned. 9GB Dual layer DVDr's do not exist and are not likely to ever exist. Like jkl said with blue laser technology on the horizon which will well exceed 9Gb there will be no need for dual layer.
Information on commercially manufactured DVD structure, this can obviously not be obtained with burning.
