  1. If I'm re-encoding an mpeg file to VCD/SVCD format, and the audio is already okay, is there software that is "smart" enough to only re-encode the video but not the audio?

    Otherwise I'm guessing the audio quality is being needlessly altered....

    (I've been using TMPGenc or whatever and Ulead Video Studio by the way.)

    VCD and SVCD has specific formats for audio as well as video. The audio may not need any thing done to it if it fits the format...but that will be processed at the same time as the video with most programs. Your encoder spends most of its time on the video not the audio and if nothing needs changing it will take less time, so nothing would be gained from removing audio then remultiplexing it back in later.
