ow sory i tried tmpgenc to convert avi to vcd but the qwality of that vcd is not very clear and i want to clear it so the qwality gets more clearly thnks 8)

First suggestion is (if you can) make it an SVCD. if your dvd player will play an SVCD i suggest you make that instead, they look better than vcd's. Remeber that the movie you make can not look any better than the avi its coming from, its impossible.

Some suggestions in tmpgenc. Change motion search to High Quality, if your dvd player will play xvcd then raise the bitrate to improve the quality.
without seeing the source it would be hard to give too many suggestions on what filters to use.
