Can anyone tell me if i can 'add' chapters to a vcd to save fast forwarding through the whole disc. I have tried making several .mpg files using TMPEGEnc and selecting 0 seconds space between them when burning VCD with Nero 5599 but it always gives a slight pause and then carrys on , and this is a pain in the ***.

uhm, i think that you're gonna have to make an SVCD for that... SVCD's can have chapters while VCD's don't

Nero is making multi-track vcd so there is a pause between each track -
You can make chapters with VCDs in the same way you make them for SVCDs. There is no difference between SVCD and VCD in this regard.
