Why does my tmpgenc mpeg appear to have small boxes (grainy) when there is a lot of motion in the movie? encode rate @1150kbps? = yes. Could it be that I did not set the aspect ratio correctly? eg. encode a 16:9 at 4:3?
Also, why does nero reject my tmpgenc 2.57 mpeg as non-compliant VCD? it offers to re-encode the mpeg, but seems like double handling?

There is a side effect of cutting the bit rate by 200 times. The side effect is compression artifacts. There is nothing you can do about that unless you increase the bit rate, but then it will not be a VCD.
Tmpgenc produces a compliant VCD. If Nero complains, you must have chnaged some of the settings in the Tmpegenc VCD template. Re-ecoding the video will make it look terrible. -
That leaves you with a couple choices...find what ya changed to make it "uncompliant" and fix it....
Or uncheck the box on Nero the says "standard compliant" and it will burn as is....which maybe NonstandardVCD or xVCD so to speak.. -
Thanx for the quick response to the second question.
So, if I burn it as non standard in nero, will it still play as a VCD?... meaning, have you burnt and played a non standard vcd as a vcd? (eg: VCD frindly DVD standalone player?)

Thanx skittlesen,
Very helpful.
It just seems to be an issue with some movies (dvd) though, and not others, the aspect/display was something that I did not configure...
Has anyone else experienced the "grainy" effect? -
Non standard VCD will not play in all DVD players....but VCD doesn't play in all players....so Burn one on a CDRW (if your supports them) and give it a test. If it plays ...the operation is the same as for VCD.

Gainy video or video noise is the worst enemy for the mpeg encoder. Try turning on some video filtering (noise reduction) to lower the noise level. Noisy video will always encode poorly.
