I did a capture from Tivo and got a great looking (if large) avi file. When I converted to mpg with TMPGEnc, I got excessive video tearing around moving objects, sort of a venetian blind effect.
Since it was only around moving objects, I'm guessing the error stems from some mpg conversion artifact, but I'm at a loss to trouble shoot this problem.
Has anyone experienced this and found a way around it?

Sounds like Interlacing. Is this an mperg-1 or mpeg-2 file? What is your final destination going to be? VCD, SVCD or DVD?

It's an mpeg 1 file and I'm using the presets for VCD. Do you know how I adjust the interlacing?

You need to deinterlace it. You can use tmpegenc to deinterlace it. settings>advance then double click deinterlace and choose the method. I use the even field method.
