How to change in GOP that the first frame be I and not B like it is by default (in MPEG-2 build in Premiere 6.5. codec)? Thanks...

Don't know what you are talking about. The first frame must be an I frame, otherwize the MPEG-2 stream is undecodable. The GOP structure you see must have been taken in the middle of a stream, like ...BBIBBPBBPBBPBB..... If you want to change GOP, you must re-encode.
