Does it need to remain a WMV ?, with the Microsoft Windows Media 7 Resource Kit (Rubbish) it would be possible to decrease the bitrate (And make the quality lower)
However with a DivX codec, it would probably be smaller, but you would be able to use programs like Vdub to make the file.
Include the DivX 3.11 Alpha codec to download with the video.
Or use .MOV with Quicktime, to remain compatable with everyone who wants to view it online !
Or use WinRar -
Yah, but it's a little complicated. Here we go:
1. Go into any folder window. Click Tools/Folder Options and go into the "view" tab. Uncheck the "Hide file extensions for known file types" box if it is checked
2. Find your wmv and rename it to whatever.asf. Open up TMPGEnc and select the video source as your new asf. Don't freak if it hangs for a couple seconds, this always happens.
3.Click File/Output to File/AVI File. In the new dialog click Setting next to the Video box. Use either a DivXcodec or MS MPEG-4 V3. OK out of those windows and click setting next to the Audio box. Change the Format to Windows Media Audio V2 and the Attributes to "16 kbps, 16Khz, Mono for audio/video" OK and click Save. Go get a snack. This step should take a couple mins. The new avi file should be under 5.12 megs. If not just try experimenting with settings.

I have tried every codec i have - and none of them actually make it any smaller than the initial wmv
- i must be doing something wrong.

You should change the audio to MP3, dont use uncompressed, that can be twice as much as the video.
You should also reduce the bitrate on the codec's you selected.
codec > DivX 3.11 Alpha (Low motion) configure > 400 (try lower)
