  1. Is there a method of improving VCD MPEG1 quality, without having to re-encode from the original movie?

  2. You can always convert the MPEG to AVI and use a program like virtualdub to filter out the bad parts (noise, color, you name it) and reencode to MPEG (maybe virtualdub works with MPEG1, me forgets ) Anyway you will lose some quality - worth a try on a small clip to see what you get.
