I just purchased a new Dell and installed my ATI Wonder VE card. Now the video from the ATI behaves very strange. When you start it up, it has a out of sync picture, however if you change the display from one setting to another(like from 800x600 to any other size or vise-versa) the video from the ATI card then works properly. If you shut it down and then restart, it does the out of sync thingy again. It does this in any video mode. any help will be greatly appreciated.

This is not a Dell problem, it is an ATI problem, which, if you search in the ATI site, you will find it. It is a problem that they are still trying to fix, changing the video setup does work, and that's listed in ATI as one of the users suggested work arounds.
After installing different software, removing and reinstalling all drivers numerous times, my ATI TV Wonder VE now works without any intervention on my Dell, but I have no idea why or what I did. I am sure that if I change anything, the VE will be the first thing to break. -

Download MMC 7.6 it's more stable and has more features than 7.1.
