I wuz trying to convert 23.976 fps movie to (S)VCD (25 fps - PAL) using TMPGEnc but encoded MPEG stream had a scratches (very short but noticeable pause) every half second.
First I was thinking it is about VFAPI "communication" - thus I've reordered priority for DirectShow Multimedia File Reader. It get better - scratch appears now every 2 seconds.
I also has realised that there is a difference between 23.976 fps movie and 25 fps - PAL (S)VCD. Is it possible that TMPGEnc IS NOT ABLE make this conversion (adding synchro frames) into movie to play smooth??? Or it can be done somehow else??? HELP! This problem is really killing me...! TNX!

Yes you are exactly right, TMPGenc cannot do this kind of conversion correctly. To convert film, or in this case ntscfilm, to pal you simply speed up the film. Well TMPGenc cannot do this at all. Anytime you change the framerate in TMPGenc it just either repeats or removes frames to make up the difference, which usually causes noticable pauses and overall jerky movement.
Probably the easiest way to do this conversion is through virtual dub. Load your mpg, change the framerate, then frameserve to TMPGenc.
It might not even be necessary for you to convert to pal. Any recent pal television will properly display an ntsc signal with no problem. -

If I have understand correctly: there is no utility to solve this problem (if not speaking about VDub frameserving, but there will be problem with audio synchronisation...[I think]) and you suggest to me to encode video as SVCD - NTSCFilm 23.976 fps.
But are you sure there will be no problem to play this SVCD with my Philips DVD 612 (euro) on PAL TV (also euro [what else?])???

Well there are lots of ways to solve the problem, TMPGenc just isn't one of them. As for the sync you will either need to encode the audio along with your video or you will need to speed it up separately, by %4.03, sorry I should have mentioned that before.
As a side effect of increasing the audio speed the pitch will be raised also. This may or may not be noticable, if it is then you need to lower the pitch by %4.03 using any wav editor.
Chances are your tv won't have any problems playing ntsc, or that your dvd player has no problem converting ntsc to pal. Just make a short test encode and burn it to disk to test it out. -
I've been converting ntsc to pal and it works fine.
that's right, after you change frame rate with
VirtualDub , you could use CoolEdit to shrink/stretch
audio. See how long the new fps 25 is (exactly up to 3
decimal points) and insert this new value when
using Cooledit. If you need more info let me know.
