Or you can use AC3Machine (gui for BeSweet) to convert the AC3 VBR to AC3 CBR.
Usually, the VBR part of the ac3 file accounts for the very start of the stream (few sec or less) or the end credits. I don't think it is variable all the way through - maybe someone can clarify?
I know some ppl have got around this a different way by cutting off the credits, or not ripping them as streams.

ahhh - figured this one out - as i make AC3 streams with a dolby encoder i couldnt figure out what a VBR ac3 stream was as you cant do it makeing one .. BUT

they are made in Scenarist and Maestro -- when you conjoin multiple ac3 streams (and even can be segments with no stream) with the tools in these athoring programs it creates a new ac3 stream which is sync'd (if time code present) to the video and the stream made be made up of different bit rates ...

only way to not have the problem during ripping or whatever is to rip per chapter -- with the problem chapters ussually the credits and menu's and navigation ...

you can trim and join ac3 files with "Vitec DVD tools" also ...
