  1. Ok I've read http://www.vcdhelp.com/divxtovcd.htm and http://www.vcdhelp.com/sefy/?id=ClassicalGuide.html and http://www.vcdhelp.com/forum/userguides/91597.php ok so I have the general picture on how this is done.

I AM NOT trying to rip DVD's I have some movies on my HD that are 355x240 NTSC and I want to make them Full Screen HQ VCD's for my DVD player, (Note: I only have a DVD player on my computer, monitor is bigger than the TV) so, I go though the guides try a hundred things and this is what I come up with, VCD's that play in my DVD player, but only @ the stated original resolution, not HQ like a real DVD, I don't have a DVD player hooked up to my TV so I don't know how they look on TV, is there any way to get these to play FULL SCREEN @ DVD Quality??? thanks!

No - To get "DVD Quality" you need DVD resolution: 720 x 480. If your source is VCD resolution (352x240), nothing you do can make it look like a DVD - Remember, garbage in = garbage out
    You can't fool me, I'm a moron!
