If I mess around with bitrates and "CQ", "VBR" etc. in TMPG, and still encode to VCD, will I get a better looking product? What exactly is a constant bitrate (CBR) or 1.150? Is this the whole idea of the templates (kwag's, etc.)?

If you go away from CBR 1.115 you are no longer encoding VCD. Feel free to experiment, but don't expect it to always work.
