Since all cd's were originally read-only, all files copied to a CD have the "R" attribute set. Make sure the file is not opened by any software, you should be able to change the flag in properties.
If that doesn't work, and it should, go to a Command Prompt and type "ATTRIB -R filename.mpg", and if THAT doesn't work, try "ATTRIB -R -S -H filename.mpg". Do this on the Hard drive, it will not work on the CD.
