    1) You can use TMPGenc or bbmpeg. Simply author all streams separately and multiplex them together into one mpg. In TMPGenc use the multiplex option in mpeg tools, not simple multiplex. In bbmpeg there is an option to add an extra audio stream. Just look in the EDIT section to find out how to multiplex with these programs, and isn't dual audio tracks in a svcd convered in the svcd guides?

    2) Nandub and Virtualdub are not really even used for svcds. No they will not work you need an mpeg multiplexor.

    3) To switch between audio tracks in winDVD right click on the screen and go to Audio. Here you can toggle between audio channels. From my personal experience this only works with a burnt svcd, not just the mpg. With STHvcd I can switch between audio tracks on the mpg though.

When played on a hardware dvd player you use the audio button to toggle audio channels.

    4) An 80 min/700MB cdr holds 800MB's worth of data when burnt in mode 2 which is what vcds and svcds use. Whether you have 1 or 2 streams is irrellavant, all that matters is that the total size of your mpg and any additional overhead (authoring overhead, menu's, segments, etc...) does not exceed 800MB's.
