  1. When I play the VCDs I mde with Nero, it is shifted to the bottom left. So I was thinking of adding masks around the video to make appeared centered on the TV, how can I do that? TMPGEnc always center the video so it'll appear shifted on the TV. I don't want to crop anything too.

Yes maybe you stuck with videos shifted to the left, whatever that means. "Shifted to the bottom left", how much? Can you watch the entire image or is there anything cropped?
"TMPGEnc always center the video so it'll appear shifted on the TV."
TMPGEnc does not always center the image, it depends on your filter settings.
And why should a centered image be shifted to the left? Do you want to shift the image to the right, so it is centered?
I'm confused and I have no clue how to help you.

  4. The problem is that the video from VCDs are not centered on the TV, it's shifted to the bottom left. I solved the overscan probelm by using TMPEG's Center Custom size and add borders around the video but the video is still shifted to the bottom left when viewed from TV. If I can manipulate the thickness of each border on each side then I can make it look centered on a TV. How do I do that? I don't want to crop anything.

  5. This sounds like a problem with your playback equipment, not the output of TMPGEnc. There should be adjustments on your TV for centering the image, try those. How old is the equipment you're using?

You CAN'T add a border without loosing data unless you enlargen the output video resolution. Think about it.
