These are the pics I got for you to see how bad the quality is .. maybe you can tell me why this happend?

You need to provide more information. What settings are you using for TMPGEnc? CBR or VBR? What bitrate? etc.

I loaded the file named: VideoCD (PAL).mcf
Its settings are:
Video-CD PAL (MPEG-1 352x288 25fps CBR 1150kbps, Layer-2 44100Hz 224kbps)
It has its own defualt settings I guess ..
video bitrate is: 1150kbits/sec -
Looks to me like an interlaceing issue. I don't have any experience with PAL, but I would try swapping the field order. Are you applying any filters during the encoding?

I'm not sure what you mean by filters. I don't use anything other then the defualt options.
About the Interlacing issuse .. what would you recommand I change? -
I don't have any experience or knowledge of PAL, so hopefully someone more knowledgeble will help you out
The only thing off the top of my head that I can think of would be to try changing the field order (from A to B). -
these pictures that you posted, are these before or after encoding?

after looking at them further, i believe that the first 2 are the source, and the last one was the encode after tmpgenc. Where did this dvd come from? is it an ntsc or pal? If you goto 352x288 25fps (pal default vcd template) then it should automatically combine the fields (if its pal). Try turning on the deinterlace filter in advanced settings in tmpgenc, then encode a small sample of it....see if that doesn't fix the problem. for a setting in tmpgenc for the deinterlace filter...use even odd field.

all the photos are from after the encoding. Like I said .. I get bad quality after enconding. the DVD is ntsc.

if your player supports it, the quality will look much better if you encode to vcd ntsc...this will preserve the framerate and it will also probably fix this problem you are having without the need to deinterlace (since the 2 fields will be evenly combined into 240 lines of resolution, instead of stretching it to 288)

Can I add a bit to this one (liquid helped me out earlier regarding dvd2avi)
I'm getting the exact same problem. My DVD is region 4 australian (or so I'm led to believe). My friend bought it as an original on the net, but on taking a closer look at the actual disk it looks like an asian copy ie laser printed disk. I've heard of similar problems before with ripping asian disks but didn't really understand until now.
I tried everything you guys were telling proctor with no success, except when i changed it from pal to ntsc, then it was perfect.
Can you give me some advice before I encode it. I know changing from ntsc - pal causes jerky video. Have any of you tried to convert the other way pal - ntsc. any ideas how it will turn out reducing the fps.
Hope I've shed some extra light on proctors problem as i take it if he is trying to convert from ntsc - pal he didn't get this DVD from his home country. Which means he may have got hold of one of these very good looking asian disks.

bhoy, I use pal DVDs here in my country. I believe me main problem consisted of the fact that I thought my DVD was pal and as it turns out its NTSC. I also switched the order of the fields from "Top field first (field A)" to "Bottom field first (field B)".

Just for your guide, you did make 2 mistakes on that encode.
First one was de-interlace is messed up (covered already)
Second one is that your resize is messed up too.
You should have selected the 'Keep aspect Ratio' or 'Keep aspect ratio 2' in the advanced settings rather than 'Full Screen', so that your NTSC source gets resized to a Pal source, with Letterbox added rather than the image stretched like it does look on your pictures.
