Is it possible to make one big mpg file and then cut it into sections to fit in a cd-r?

Yes, use TMPGenc's Cut & Merge utility found under File -> MPEG Tools...!

If you're making SVCD, I would recommend encoding audio and video separately, and multiplexing with BBMPEG--it will put it together based on size--basically cutting the movie to fill your CDs completely.
for 80 minute discs, set max file size to 790 MBwhat are you askin' me for...
