    is there a program that can change the frame rate of an mpeg2 file

    from 23.97 to 25 or 29.97

    i mean and it stil works good

    cause tmgpenc doesnt work well the movie stutters skips what ever you wanna name it

    cce works wel but i cant change anything with itt

    are you frameserving your mpeg2 file with dvd2avi before converting it with Tmpgenc? Give it a whirl, never had any of the problems you describe.
