I'm wondering if there is a way to get around the problem where every AVI file I convert to VCD mpeg doesn't seem to fit on my TV screen. The video is always around 20-30 pixels too big on all sides of the screen - which makes trying to make a proper subtitled VCD very annoying (the subtitles go half way out of the bottom of the screen.
I have tried the video clipping - but I don't like resizing my picture because when I play the VCD on the computer... the picture will have black borders all around the video.
I'ved looked at the mpeg files in the VCD movies that I bought - and they don't use a black border around the picture... and when you play it on the TV it fits the whole picture on the screen.
Is there a way to make a VCD from an AVI like that myself?

You say you tried "video clipping" and then say you don't like "resizing my picture." And you also say the video has black borders around the edges once you convert it. It sounds to me as if you are cropping/clipping rather than resizing/scaling. About the only solution I know of is to make sure the size of your video is 352x240 pixels, the VCD standard. As far as I know, there isn't much you can do. Since VCD doesn't support subtitles I also assume you are making the subtitles permanent in the video. With whatever software you are using you might be able to choose a different font or font size so you can fit the subtitles. I forget the link, but somewhere I read that the rule of thumb for TV display is to leave at least 15-20 pixels around the edges and place the "important" content in the middle. I'd also check out closely those VCD's you purchased. They most likely have the edges cut off by the TV display too. You might not notice it because the borders are less important, unlike subtitles (i.e. it is easier to notice something important which stands out rather than something insignificant).

Looks like ur encoding with a wrong Aspect ratio. If ur using TMPGEnc make sure u set it to 16:9 if u have a widescreen tv or 4:3 if a normal tv.
