How do you determine the avg bitrate for your svcd if you don't used a standard video resolution? I just want to encode a video say 352x240 resolution and add a black border around the video so that you end up with a 480x480 resolution which is a standard resolution.
Thanks for any help offered.

You don't need to add borders on all sides. Just resize the video so it fills the whole 480 x 480 frame.
