I am currently using the ATI All In Wonder Radeon to capture from VHS & I find that my video is very pixelated. Can someone recommed a capture card that will preserve the quality of my original video?

For the bext VCD captures, try the ProVideo PV-231 or 233 cards.
For Mpeg2 captures, try the Hauppauge PVR 250 or PVR USB. -
What kind of settings are you using?
I'm using vdub to capture from VHS using an ATI Radeon 7500 AIW. I capture at 720x480 using huffyuv, then encode using Nandub with some custom settings, crop, deinterlace then resize to 512x384.
The picture quality is excellent. I see very little pixellation.
