    Yep. You can even put more than that on a 74 Min CD. (S)VCDs are burned at Data mode 2, so its not the same as regular files. If you are talking about regular files, then again..yes.

    Nero, CDR Win...pretty much anything.

    Assuming that you are talking about (S)VCDs, TMPGEnc's MPEG Tools, MPEG Cutter/Splitter, etc. There are tons of editing options in the Tools section. Most of them make you cut by sec, and in my experience its not that accurate, but accurate enough. If you're encoding, just encode two seperate parts, that way you can cut by frame.
