I just bought a bare bone system that came with a CD Re-Writer and a DVD-ROM Drive. I don't plan on keeping the DVD-ROM Drive so have decided to sell it onto a friend. Is it really as simple as him wiring it up to his computer and away we go or does he need any specific requirements?

To make it WORK, no. To play video SMOOTHLY, he will need a fairly fast machine, OR a Hollywood Plus card, OR a Video card which offers DVD acceleration.
Master/slave settings, DMA mode, drivers and software also play a role.
