I've been dropping a lot of frames when trying to capture on the highest setting... if I use partition magic to create an ntfs partition will this help any? or fat32 vs ntfs has no affect on frames and capturing?

The only effect I can see that an NTFS partition would have is that it would remove the FAT32 4GB file size limit completely (for all intents and purposes), but it shouldn't help your frame drops any.
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war."
