Can you remove subs from a SVCD? I've looked all over and I can't find an answer.

The short answer is no, you can't remove them.
The fact that you want to remove them means they are hard encoded. If they were soft encoded then you could simply turn them off on your player.
Hard encoded subs are a part of the picture and cannot be removed. You can add a black border over the subs but of course you will lose any part of the picture behind the subs. This is really only a viable method if the subs are below the picture. If you want to do this simply transcode it with the border. Look in the clip frame filter in the advanced tab of TMPGenc. Check bottom mask and increase the bottom # until you cover your subs.
There are filters which can remove a portion of the video and blend in the surrounding picture to fill the gap. They actually work quite well on smaller static images such as logos but they really arent useful for subtitles. You end with a giant blur that is very noticable and even more distracting than the subtitles. If you still want to give it a try then do a google search for logoaway.
