Will there be a difference in CAPTURING and DVD Ripping (to SVCD) with a 5400 v 7200 RPM harddrive? With regards to speed, quality, etc.
This is keeping the interface the same (ATA66 or ATA100).
Also, would capturing or ripping across a network (10/100) slow down the process/cause loss of quality?

Nope, I have not seen any diffrence in capturing to 5400 or 7200, since capturing requires about 4 to maybe 10mbps, and even 5400rpm HDD's can reach those speeds, so I wouldn't worry about it if I were you.
As for network, that would depend on the traffic you have, and what you are trying to capture.
it should be enough speed if your network is clear of traffic and you are capturing lets say maybe a VCD.
