Sorry by my wrong English
I have to same problem in windows XP, TMPEnc shows an error due to inexistence of MSVCR70.DLL file in Windows\System32 . I found this file in Windows\System32\URTTemp folder. Copying this file to Windows\System32, my frameserver now works!. -
VirtualDub Frameserve & TmpgEnc in XP Works fine
Get the MSVCR70.dll or Copy the MSVCRT.DLL to MSVCR70.dll
in System32 folder
Run the AuxSetup from virtualdub folder and install the handler

I had the same problem here, and downloading and installing the .dll solved it.
That should be in TMPGEnc's documentation! -
It is an VD issue, that's why is not in the TMPG dokumentation. Check the knowledge base of http://www.virtualdub.org
