HEY. I USE DVDX 2.0 AND TMPGENC FOR MY VCDS. I ALWAYS USE THE DVDX OPTION "FULL-16:9 OR 4:3" OR SOMETHING LIKE THAT, AND IN TMPGENC THE 4:3 525 LINE KEEP ASPECT RATIO, AND FULL SCREEN VIDEO ARRANGE METHOD. WITH REGION 4 DVDS IT MAKES A PERFECT FULL SCREEN, WITH NO BORDERS, BUT WHEN I USE REGION 1, IT ALWAYS KEEP AT LEAST A LITTLE OF BORDER. HOW CAN I MAKE ALWAYS A PERFECT FULL SCREEN???
TKS IN ADVANCE.

No need to shout (caps).
In TMPGEnc, go to the advance tab and then for video arrange method. There you have the option no margin keep aspect ratio. That will stretch the movie to fit the entire screen at 4:3, and keep the aspect ratio correct.
You can also select Center (custom size). Then in the 2 small boxes enter 448x288 for PAL or 448x240 for NTSC. This will keep the movie to the correct aspect ratio but at full screen.
