Basically, if you've only got a picture every 1/15th of a second, showing it twice per second (Which is what you will do if you change to 30fps without speeding the clip up) will make no difference...other than making it complient to the standard, and therefore possibly to play in a DVD player (if that what you want to do). The 'in-between' pictures, needed to make smooth motion, were lost when the initial sampling rate was used...no way to get it back.

But, if the video is full frame interlaced, and if you can find a way to separate the fields out into individual frames, which are then set to display at 30fps, you may get some improvement. I know you can do something like this with Virtualdub, if you have an AVI file compressed in MJPEG, but I have no idea if it is possible (in some other tool) with MPEG. But. I suspect it will still not look real good anyway

Actually, I thought about it a bit more, and played around some, and IF IT IS INTERLACED, I think there is a way:

Load the file into TMPGE (assuming you have the required codec). Set the output frame rate to the desired one (ie 30fps) and set the output as non-interlaced. In the advanced stettings, select deinterlace and use the method even-odd (frame, adaption). This should give you a progressing 30fps video using each field of the initial video as a separate frame. Now (re)encode it.

It probably more a shuffle than a straight-eight, but it could look OK.

  4. I once heard a term garbage in garbage out. This means what makes you think if you start with shitty video your going to make it better.

  5. I have the same problem here with a source that is 15fps. The source, when played back on the PC, is very very good. BUT when I convert it using the guide the output is very "choppy" and is not sharp at all.

    You could try this -
open the file in Virtualdub and export it with a loss-less codec such as HuffyUV and open it with this application
    http://www.dynapel.com/private/mp_overview.htm
MotionPerfect - it can mathematicly recreate lost frames and includes several tools for fixing video's
the only thing it won't do is work on anthing else other than AVI files.
Due to the way it works you can't frame serve as it seems to perform a lot of video checks on the file.
