I downloaded a very dark show in MPEG1 352x288, 192 kbps (that's PAL, isn't it?). I used Nero to encode it to NTSC VCD, because I tried first with TMPEng but some "floating ... error" appeared. The problem is that the picture was crappy in comparison with the source, full of those stinky blocks. What can I do, try an XVCD? another encoder? change settings? I just wanted to look as good as in my computer screen, no more. Any help would be greatly apreciated.

Did you try using the NTSC VCD Film template, the NTSC VCD (regular) template, or no template at all with TMPGEnc? I do believe that ~24fps is film format, so you might want to try that also.
Was the video in mpg format when you downloaded it? That might be why TMPGEnc gave the "floating point.." error.My shameless plug - XavierEnterprises.net -
I used the NTSC regular template, and yes it was an MPEG when I downloaded, just like I said.

Floating point error is a corrupt frame in your file. You can download DivFix and run it through that then try again. You can also try to raise the direct show filter to 1.
