I use tmpgenc and Virtual Dub for alot of my video editing. I have noticed and used with great effect the temporal Smoother option with in Virtualdub and was wondering if such a filter existed for tmpgenc.

I think the only way you can use the Temporal Smoother or Temporal Cleaner is to Frameserve into TMPGEnc from VirtualDub.
I do that a lot -- I have two pretty good Equalize filters that will "brighten up" darker movies and normalize the colors.... those are good ones also -- but yea only when I frameserve into TMPGEnc from VirtualDub
so the answer is yes you can use them in TMPGEnc - put your source video in VirtualDub - set your filters and then frameserve into TMPGEnc
