I'm trying to rip a DVD to SVCD. Would it cause problems to my SVCD if I use my PC for Internet surfing and e-mail while I convert? Or should I leave my PC alone until it finishes?

No as far as i have seen and know it wont hurt but it consumes alot of your computers resourses so surfing is slowed down along with everything else.
This is proboly a ice cream induced thought so i can not take no control for the above statment. :P
