I just used tmpgenc to convert to a vcd, this segment is 70 minutes long and only 610 mb. How can I make this 698 mb so the quality is better so I fill my 700 mb (80 min.) CD all the way up? thanks

Why would U want to fill up the rest of the cd if U have already converted to VCD. Is this the full copy of what U wanted as if it is U cant improve a video file by making it larger unless U wanna convert it again using a variable bitrate?

Is that 610mb file VCD standard? Because a standard quality VCD encode from TMPGEnc of 70 minutes would produce at least a 700mb file. Did you use VBR?

In tempgenc I used a 2 pass variable bitrate with an average of 1555. I used Sefy's vcd template and motion search at high quality. At the bottom of tempgenc, it says -
SeVCD for NTSCfilm Enhanced (MPEG-1 352x240 23.976fps VBR 1555kbps, Layer-2 44.
