I have a problem when playing SVCD's. It only happens when I play certain ones. But when I get to a certain point the movie begins to chop, like it cant read the cd or something. The CD has no scratches or anything they are Memorex CDR's.
It has happened in both my computer (playing from cd-rom through tv-out to tv) and with a standalone DVD player which I returned because it also did it. The DVD player was an ELECTROHOME. I was thinking of buying a JVC DVD player hoping this problem may go away. Could it be a problem with how I am burning it or my media.

Could be cheap media, or the ink formulation (some players are picky which colour the ink is), or a defective burner, or an older burner that can't properly burn some of the new CD ink formulations (I had to retire my faithful old Yamaha 4X burner last year for this reason).
The trouble with (S)VCD's is that they have almost nonexistent error correction, just like audio CD's. You wouldn't know you were burning coasters until you tried to play them. The fact that you have the same problem wherever you play them definitely suggests bad burning.
Go into your local AV superstore with a troublesome SVCD in hand and ask to audition a few SVCD capable players. You should have an answer quickly without spending any $$$.
