  1. Is it possible or maybe some other software with global hotkeys can do it?

  2. It's not possible, unfortunately. The only workaround I can think of is to use AutoHotKey, or some other macro program, and script a key sequence to jump 3 seconds, followed immediately by 12 frame jumps in a row (that would be 3.5 seconds for a 24fps video). You could bind a few keys to sequences corresponding to 3seconds + 0.5 Seconds of frame jumps for a handful of common frame rates
