Currently when trying to capture @ almost any resolution over 320x240 i get frame drops over 18% that is w/o audio capture. I am using virtual dub to do this, i have tried uncompressed avi, divx4, divx5, huffyuv. All came out with same results or worse. I have posted my sys specs, jus click up there.

What kind of system and CPU speed do you have? This information would make it easier to diagnose the problem.
You might also try a M-JPEG codec because HUFFYUV and DivX are hard on the CPU. You PC might not be fast enough to handle it... or you hard drive might be too slow.
Also, make sure you are not capturing to your boot drive (C: ) which is where Windows is usually installed. The capture drive should be a secondary drive or preferrably on a seperate IDE channel. If you have two IDE connectors on your motherboard (and two seperate cables), put the capture drive on the second IDE connector. Also make sure your capture drive is not fragmented.
I have an AMD Duron 800mHz CPU with 256MB RAM. My capture drive is a Maxtor 60 gig ATA-100 7200RPM drive located on a seperate IDE channel (Promise ATA-100 channel) from my boot drive. It rarely drops any frames when capturing to M-JPEG or HUFFYUV at 352x480 or 702x480. Even raw RGB captures drop very few frames (< 10%) if the hard drive is defragmented.

Make sure your hard drive is set as the master slave and you are not sharing with your cdrom or dvd or cd-rw. Also make sure you have the dma enabled for your hard drive. Last but not least try to defrag your hard drive.
