Hi, I just installed vsdc, created a blank project and the time on the timeline is in the format 00:00:00.59 instead of 00:00:00.999 (milliseconds with a max of 60 instead of 1000).
It is really annoying to edit subtitles if I have to recalculate the milliseconds for each timestamp.
Each tutorial video has milliseconds with a max of 1000, so I do not really understand why it uses the max of 60 by default for me.
I cannot find a way to change it. Is there a way to change it to the max of 1000 please?

Check if vsdc support different time format (configuration/settings) if not then you can change FPS to 1000 then you will get 1ms accuracy (lowest time resolution is equal to video framerate - you may call this granularity)
