Let's take a DVD video that was rendered properly. It is PAL, in my case 1,06GB for 17:35 minutes at 8700 Kbps. This video is kind of okay, watchable, on TV even looks a bit HD when upscaled. Is it possible to create a FullHD video that is similar in size, but has better quality than such an Mpeg file? Is x264 capable of such powerful compression? Or regardless of source, this is still not possible? The source in both cases would be FullHD 24 Mbps anyway.

It means 0.175 0.168 bpf ... Shouldn't be a problem for x264, imo
