after creating svcd in tmpgec. action scenes are blocky.slower scenes ok.can you help?

I am very new to all this but I have been struggling with jumpy pictures etc with movement in scenes.
I was advised to set TMPGEnc to 2 pass VBR under the MPEG setting tab and also to set the motion search presision to the hightest quality.
Have tried this and I have got much better results... Give it a go.
It take a long long time to encode I left it overnight ( approc 7-8 hrs for a 30 min video.
