Ok heres what I am trying to do. I want to create a slideshow DVD with about 10 pictures. I want the person viewing the DVD to look at picture 1 then go on to the next picture when they are ready by clicking on their remote and scroll through all the pics that way. is this possible?

Tellus what authoring package you're using
It should be easy to so but no one can tell you how without knowing if you're using
a MAC or a PC for example, and futher, what PROGRAM

some programs do what you want in a few quick steps

I typically use Proshow Producer to create Slideshows and output to Mpg then author with TDA 3.

The two basic ways of doing this are

    1. Create each slide as a menu page with previous and next buttons for the user to chose from

    2. Create each image as a chapter with a hold time on it so the user uses the Next and Previous button to move through them.

Option 1 can be done in pretty much any authoring program. Option 2 requires a high-end program, or coming back after authoring with PGCEdit to make the extra changes.

For option 1, is it possible to create a DVD that consists of just menus and no actual movie?

Just insert 1 second black clip each time you need VIDEO
then, the slide show of MENUS will be just that, MENUS

Yes. Not all authoring tools may allow it. Worst case, have a short dummy video and a hidden link

Guns1inger, looks like option 2 can be done in DVDLab using 'audio only title' mode. I didn't try it but the manual says you can add individual picture for each chapter.
Another similar way to do it is combining such tracks (each made for a single picture) into a multi-PGC title, this way it is possible to combine MPEG stills with videos in one title and also use 'next/previous' for navigation. I did such a thing manually (as a filler for a DVD) in DVDRemake for inserting a music video between two parts of a radio broadcast (still image for interview + music video for the broadcasted song + still image for the rest of broadcast), navigation worked by next/previous PGC mapping. This also can be done in DVDLab.
