    my question is :

    did the motorcyclist hit the car or vice versa?

    It depends who had right of way at that junction.
    Quite possibly whoever shot out of that side street/entrance on the left was at fault.

    If in your country there are no traffic rules then I guess the guilty party will be one with the less money.

    PS:
    In not that country the traffic police can look at vehicles and see what hit what, but as in that country there are no such officers, maybe just pay a shaman to advocate in a "court".

    Similar situation, trying to get a logo or some method to identify the semi-truck on the left. License plate appears hopeless, but thought mudflap or something on the back of the truck might shed light. Any help would be greatly appreciated!
