Hi,
I'm in dire need of some assistance.
Is MP4 in line with the standard "MPEG-4/H.264 Part 10: Advanced Video Coding (ISO/IEC 14496-10)"?
https://www.loc.gov/preservation/digital/formats/fdd/fdd000081.shtml
I don't know much about video formats and I don't understand the documentation.

Mp4 is a container. If the embedded Videostream is encoded as h.264 stream, then it's in line with the standard "MPEG-4/H.264 Part 10: Advanced Video Coding (ISO/IEC 14496-10)".

For details, see Wikipedia: MPEG-4 – 3. MPEG-4 Parts
The MP4 container v1 is specified in Part 1: "Systems", the revised "MPEG-4 file format version 2" in Part 14, which is a more specific variant of the more generic "ISO base media file format" specified in Part 12 (QuickTime MOV and 3GPP are other variants).
Part 10: "Advanced Video Coding (AVC)" specifies the bitstream format of the video content compressed with the H.264 algorithm.
